The Signal

Microsoft stopped letting any one person spend $100,000 a month on AI.

Total payments to Anthropic held near earlier highs, so demand survived and the heaviest users absorbed the cut. Paired with routing Copilot work to cheaper models, it hands enterprise buyers a procurement template where per-user spend caps are a checkbox and token-indexed pricing loses.

In Play

  1. Big Buyers Ration Claude Spend

The Information reports that Microsoft cut per-person AI budgets from as much as $100,000 a month to about $10,000. It also cut projected internal Claude spend by more than a third. Meta's Claude Code users fell from about 60,000 to about 30,000, partly because of layoffs. Your enterprise customers will likely copy this playbook: cap the heaviest users and route work to cheaper models. Microsoft's total payments to Anthropic stayed near earlier highs, so this is rationing, not retreat.

  2. Narrow AI Calls Get Repriced

AINews reports that OpenAI's Decisions API charges from $0.10 per million input tokens with no output charge. Perplexity's open-weights decision model costs $0.02 per million. Google's Nano Banana 2.1 cuts the cost of an image to $0.034, down from $0.134. Every classifier, moderation and image call in your product now has a cheaper benchmark to beat. Reports disagree on open weights: Bloomberg says Reflection released a model Monday, while The Information says Beam's weights arrive later in October.

  3. EU Watermark Call Lands on You

Over the coming weeks, OpenAI is adding its invisible textGrain watermark to eligible ChatGPT and Codex text for EU users, tied to the EU AI Act. Simplifying AI and Techpresso both report this. In the API, the watermark is off by default worldwide. If your features call OpenAI for EU users, the transparency decision is yours to make. Detection is also gated and fragile: Techpresso reports that swapping 10% of words cut detection from about 92% to 66%.

  4. Your Distributors Become Your Rivals

The Information reports that OpenAI told some partners it will no longer accept ChatGPT ads for image and audio products that compete with its own features, and Adobe is reportedly affected. ServiceNow's new Flow is expected to compete with third-party chat layers built on ServiceNow. Microsoft also moved its engineers from Claude Code to its own Copilot CLI. Any platform that distributes your product and also builds features can cut off your access once you overlap.

Deep Dives

  1. Microsoft's Two Cost Levers Are the Spec Your Enterprise Buyers Will Hand You

Cost-cutting at the biggest AI buyers is not a collapse in demand. It is a new procurement template that rewards routing, punishes token-indexed pricing and makes spend caps a checkbox.

Two levers, and only one depends on Microsoft's OpenAI deal Microsoft EVP Jacob Andreou described Copilot to The Information as "this tapestry of all these different models where our job is to own quality and to own the outcome." In…

  2. A Classifier Call Now Costs Two Cents per Million Tokens. Price the Task, Not the Token.

Narrow AI calls just got much cheaper, but per-token list prices mislead and narrow models break outside their lane. The winning move is an eval harness, not a vendor switch.

What to replace first A support lead triaging tickets wants a label back. OpenAI's Decisions API is built for that moment. It runs on GPT-6 Luna and returns only predicates, choices or scores , so it swaps out calls already…

  3. OpenAI Watermarked Its Own EU Apps and Left Your API Calls to You

For OpenAI-powered features serving EU users, the AI Act transparency call is now a product decision. And the watermark changes your outputs while proving less than it appears to.

Three ways the watermark touches your product It changes your output textGrain works by subtly adjusting word choices , with no visible symbols. Turning it on is effectively a model change. The most sensitive surfaces are code generation (eligible Codex…
