A DR plan that pairs me-central-1 with me-south-1 puts primary and failover in one geography, and no AZ label in the config records that fact. Neither region comes back before early 2027. A rebuilt region brings hundreds of services up in order, and some of that order is circular: DNS needs inventory, and inventory needs DNS, so the runbook you wrote around those two regions describes a failover that has nowhere to land.
